This report details the findings of a BCEEA survey of excluded members about concerns related to the 2017 introduction of the new Management Classification and Compensation Framework, which includes six new salary bands and a new approach to performance pay. The BCEEA was aware that many of its members were concerned about the human cost of the implementation of these new policies and undertook a survey to understand the impacts of the new policy. The survey found that the process resulted in incorrect assignment to policy bands; inconsistencies between ministries; compensation linked to individual ministries’ “ability to pay”. Criteria was not well understood or applied consistently, and the human impact of these changes were not adequately anticipated or addressed. In response to the identified concerns, BCEEA provided seven recommendations for action for government’s consideration.
