This report highlights the findings and recommendations of a 2013 BCEEA survey of excluded staff to determine the impacts of the 2012 “temporary” wage and hiring freeze that was imposed following three years of informal and formal limitations and restrictions on wages, hiring and movement within the public service. The report found a significant and growing gap between excluded employees’ mandates and the resources they have to meet them, resulting in increased risk of unmet mandates and client service expectations due to lack of staff capacity. The report found an erosion of service quality and standards, including timeliness, and a significant impact on staff morale. The report also identified a lack of effectiveness in the various innovative measures currently in place or being put in place to assist in meeting service demands with available resources. The report provides six recommendations to government to help excluded staff respond to the challenges.
